EBI Academic Debate on PSD3/PSR framework
In the summer of 2024 the European Parliament and the Council reached an agreement on the new legal framework, namely, the Payment Services Directive (PSD3) and the Payment Services Regulation (PSR). The revision process is interesting because it concerns several aspects of discussion that strive to establish the constitutional framework for money and, therefore, also strive to influence one’s sense of community belonging (e.g., authorization and prudential supervision regime for the provision of payment services and electronic money services, or the broader regulatory context that is changing under the influence of technological developments and pressures of interoperability).
The new Special Issue of the European Business Law Review, co-edited by Gabriella Gimigliano (University of Siena) and Marta Božina Beroš (Juraj Dobrila University of Pula) gathered contributions by distinguished legal scholars and regulatory experts, which reflect on some of the more interesting issues emerging during the ongoing regulatory transition from the PSD2 to the PSD3/PSR regime.
This EBI roundtable will further examine and assess these valuable reflections in light of the evolving legal framework for EU payments.
